Question about Congress?
The Congress appears in the surveys of public opinion as the Branch of Government that exhibits the level of lowest popular approval. Nevertheless, consistently, the American voter tends to reelect the congress persons. How is it possible that if the congress is so unpopular, the congress persons be so successful electorally?
