Most Americans hate Congress but reelect them?

27% of Americans approve of congress, and yet in 2008, 94% of Congress was reelected. This has happened many times, they approval rates have been low by Americans, but a high percentage of congress is reelected. Why do you think? In 2010 84% of congress was reelected, though im not sure what the approval rate was.
