If prisons are private, and can lobby legislature to pass harsh punishment requirements, is it a free market?
Should prisons be in the business of making sure that they are full, and that there is a demand for more prisons? Should they be allowed to lobby legislature to write more stringent laws that will fill the prisons? Is this a free market?
